Education Specialist

Contributes towards the preparation of the Situation Analysis by compiling data, analyzing and evaluating information and drafting chapters of the Situation Analysis. Update information periodically.
2. In consultation with the supervisor and Education Chief designs, prepares, implements, monitors and evaluates the assigned Education project at federal level. Analyzes and evaluates data to ensure achievement of objectives and recommend corrective action when necessary to meet project objectives. Assists in the development and introduction of new approaches, methods and practices in project management and evaluation. Ensures the accurate and timely input of project information in PROMS and the issuance of status report for monitoring and evaluation purposes.
3. Contributes to the preparation of sectoral documents for the Country Programme Document (CPD), Country Programme Action Plan (CPAP), Project Agreements, Annual Work Plans (AWP) and the Annual Report.
4. Undertakes regular field visits to assigned provinces/Areas to provide guidance, technical advice and support to field office education officers, government officials and other partners in the planning, implementation, monitoring and evaluation of programme/project to meet project objectives. Participates in periodic programme reviews in the provinces and prepares action on operational procedures affecting project implementation and management in the field.
5. Provides technical guidance and support to education in emergencies in assigned provinces/Areas by contributing to the preparation of the EPRP, CERF, Flash Appeal and situation reports as needed in periods of emergency.
6. Assists Federal and Provincial Offices to plan and organize training programmes. Identify training needs and objectives for the purpose of capacity building, programme sustainability as well as promotion and advocacy.
7. In collaboration with the supervisor and Chief of Education, meets with national and international agencies covering the management of programmes/projects. Participates in meetings with ministries responsible for programmes, project reviews, and follow-up on implementation of recommendations and agreements. (Monitor the activities of donor agencies in Basic Education and ensure adequate documentation on time).
8. Coordinates with the Operations/Supply Section on supply and non-supply assistance, ensuring proper and timely UNICEF and Government accountability. Monitor delivery, quality and proper use of supplies through field visits. Liaise with provincial offices to certify disbursements of funds, monitor and submit financial statements to Planning/Monitoring Officer.
9. Participates in inter-sectoral collaboration with other programme colleagues. Interact with PSC Section in the development of appropriate communication and information strategies and material to support advocacy and programme development.
10. Prepares project status reports required for management board, donors, budget review, programme analysis, annual reports etc.
Required Skills
LANGUAGES (Indicate the languages required and desirable.)
Fluency in English is required. Knowledge of the local language of the duty station an asset.
