Shelter Advisor
at Care International in Pakistan in Islamabad
Job Description:
JOB SUMMARY:
To work closely with and under the supervision of the Shelter Coordinator to:
· Develop CAREs overall shelter strategy through the emergency response, transitional and reconstruction phases following the devastating floods in Pakistan
· Assess, design and deliver CAREs shelter response and provide guidance on utilization of cash grants/vouchers for provision of local shelter materials.
· Co-ordinate with other CARE staff, to ensure a rapid, proportionate and effective response
· Ensure an effective response to immediate shelter needs while simultaneously considering longer-term shelter needs including the development of possible scenarios
· Take a very active role in co-ordination, support and advocacy with other stakeholders with special focus on the shelter and associated clusters.
To take over the role of the Shelter Coordinator on their departure.
Skills Required:
TECHNICAL SKILLS
Good communication skills in English and Urdu essential, Pushtu desirable and Sindi an advantage
Computer and finance skills
COMPETENCIES
Awareness of public health issues as applied to emergency settings, with special attention to the needs of women and children.
Knowledge of transitional shelter and settlements options including host family support, collective centers and camps.
Ability to prepare concept papers and project proposals in accordance with the standards required by CARE and Donors.
Understanding of the issues involved in developing shelter strategy through the emergency response, transitional and reconstruction phases

CD, ACDs, technical unit leads, program support managers
Key External Contacts
Other agencies and groups responding to the emergency, in particular those working in shelter, WASH and Logistics

Local professional bodies and private companies for the built environment
WORKING CONDITIONS AND LEVEL OF TRAVEL REQUIRED.
To be based in Islamabad with frequent travel throughout Pakistan
