CARE International in Pakistan's primary impact group is marginalized women. Under its revised 15 year strategy CARE plans to strengthen its investments and commitments toward monitoring and evaluating the impact of its work so as to ensure that it is achieving its goals and objectives in accordance with its strategy and plans. The Senior M&E Advisor fosters lasting change in the Country Office. The Senior M&E Advisor is responsible for overall implementation the country office's Impact M&E strategy and framework. The position's objective is to ensure mainstreaming of Impact M&E at organizational and program level, and to lead on the development of Impact Monitoring and Evaluation strategy and framework based on CARE's program and strategy. The Senior M&E Advisor will lead initiatives to strengthen the quality and accountability of CARE's work at organizational and program level, and leads in ensuring capacities, processes and procedures reflect a strong commitment to impact throughout the CO. He/she will ensure that CARE is well informed and influential with respect to M&E issues, and is proactively and appropriately networked and engaged to promote improved practices and standards in M & E. He/she will support efforts to ensure adequate resourcing and budgeting for M&E at program and organizational level.

Skills Required:

EXPERIENCE
Required
At least 7 years of work experience in M&E related areas, conversant with rural and urban poverty and socio-economic issues in Pakistan.
At least 5 years of work experience in research and analysis, statistical analysis, strategy development, mainstreaming, and capacity building .
At least 2 years experience in fund raising for, and development and implementation of gender programs.

TECHNICAL SKILLS
Required
Strong research, analytical, interpersonal and communication skills and the ability to work effectively with a wide range of constituencies;
Excellent creative and conceptual skills
Computer skills (word, Excel);
Training/facilitation;
Quantitative and qualitative data analysis skills.

V. CONTACTS/KEY RELATIONSHIPS
The incumbent is expected to collaborate with counterpart GOs, NGOs and Forums. She/he also works in close collaboration with the Program Coordinators, Program Managers, Area Coordinators and all CARE Staff.

VI. WORKING CONDITIONS AND LEVEL OF TRAVEL REQUIRED.
This position is located in Islamabad with field travel as and when required
