Job Description:
JOB SUMMARY: The Livelihoods Manager (LM) is expected to be the Area based focal person for livelihoods components of CARE Pakistan’s Floods Emergency reconstruction interventions (e.g. Cash-for-Work, income transfer/small productive grants, NFI distribution, re-activation of small scale agriculture, etc). The position is responsible for the timely delivery and ensuring quality standards of the varying livelihood components implemented by CARE International in Pakistan (or local implementing partners) within targeted flood affected areas by providing; on-going supervision/technical support to emergency recovery program staff on livelihood related interventions, establishing adequate monitoring systems (protocols, formats, data analysis and information sharing), local representation, staff/local partner capacity building and timely reporting. The LM will assist their respective provincial team in program planning, relationship building, maintaining contacts, promotion of harmonization of interventions (when/where feasible) and participating in the relevant cluster coordination and planning meetings. S/he ensures social mobilization and high levels of community/local authority participation in all CARE supported livelihood security interventions S/he will identify capacity developing needs of staff and local partners and facilitate (directly or indirectly) training or technical support to staff, partners and participants. The LM will coordinate closely with and support the Area Team Leader on developing new program opportunities and assist in developing relevant funding proposals as necessary.

Skills Required:

Qualifications and Experience

1.University Degree in a development related field or business related field

2.Minimum 5 years professional working experience with an NGO associated to Emergency, Livelihood Security and/or agricultural development activities.

3.Demonstrated ability to successfully manage multi-disciplinary technical teams with limited external support and established experience with commodity distribution, Food-For-Work or Cash-for-work Programs (familiarity with community development concepts desired).

4.Good organizational and interpersonal skills.

5.Well developed verbal and written communication skills in English.

6.Computer literate in Windows-based versions of Microsoft Word and Excel.

TECHNICAL SKILLS (Desired)

Practical knowledge of emergency response
Direct experience administering CFW or FFW interventions.
Direct experience establishing and maintaining monitoring systems
Strong Verbal/written and communication skills
Experience in conflict resolution and consensus based decision making. The position will be required to travel to all project areas and willingness to work in reconstruction situations under difficult life conditions
Ability lead program design with thorough analysis of context and problems, identification of goals, objectives and activities and rationale/stretegies of intervetions
Strong personal organizations and time management skills with the capacity to adapt to a changing environment and work under tight deadlines.
Strong skills in networking, building relationships and liaison with counterparts.
